Portugal has implemented both the PSI Directive and the INSPIRE Directive. The Portuguese have set up procedures for obtaining data as well as for redress procedures. Remarkably, Portuguese PSB's have the obligation to distinguish between commercial and non-commercial re-users in their pricing policies. The market for re-use is mostly based on sectoral deals, and the Portuguese Open Data movement is not very strong, when compared to other Member States. The imminent launch of a National Data Portal will likely have a positive effect on PSI re-use in Portugal.
