Bulgaria has a modern constitution and the legislative framework is set to support the re-use of PSI. Implementation continues to be the bottleneck due to the limited institutional capacity of administrative structures. Bulgarian civil society have just recently started working on transparency and open data / PSI re-use. Topic Report 5: State of Play in Bulgaria
