Teaming up for the eUnion
Under the auspices of the Swedish Presidency of the European Union preparation are underway to host the 5th Ministerial eGovernment Conference. The Conference will take place in Malmö from the 18 to 20 November 2009. The title of the conference is Teaming up for the eUnion. The European Commission has published the draft programme for the meeting.
The European Commission on the 24 August 2009 announced the 52 finalists that are going to compete for the European eGovernment Awards 2009. The press release states:
During the event, the finalists will participate in a large-scale exhibition to showcase and promote their projects. A committee of judges composed of independent experts in the field will visit the exhibition and will select amongst the 52 finalists the best project in each of the following four categories:
- eGovernment supporting the Single Market: strengthening the Single Market by increasing mobility for businesses and citizens in the EU;
- eGovernment empowering citizens: improving access to public services for citizens;
- eGovernment empowering businesses: improving access to public services for companies, by creating business opportunities and generating savings for businesses (particularly SMEs);
- eGovernment enabling administrative efficiency and effectiveness: making public services and administrative processes simpler and more efficient, thus reducing the administrative burden.
A separate public prize will be awarded in Malmö based on the online votes cast by members of ePractice.eu (membership open to all)
A number of the finalists have appeared on the European Public Sector Information Platform news service as they relate to the re-use of public sector information.

Within Sweden the responsibility for the 5th Ministerial Conference lies with the Ministry of Finance that also is responsible for the transposition and implementation of the PSI re-use Directive 2003/98/EC.
The second draft of The Malmö Ministerial declaration on eGovernment states:
We will increase transparency by providing easy electronic access to non-personal public information. We believe that transparency promotes accountability and trust in government, therefore any socially relevant public information of a non-personal and non-sensitive nature should be easily available in a format that is accessible to all users, administrative procedures should be transparent and the reuse of public data by other social actors to create public value should be facilitated while respecting regulation on privacy.
An Open Declaration on Public Services 2.0 is well advanced and is open for perusal, comment and amendments.
