Synergy Issue 13 published

The Interoperable Delivery of European eGovernment Services to public Administrations, Business and Citizens (IADBC) quarterly publication December 2009 has been published. Synergy 13 reflects on the end of the IADBC five year programme and the new Interoperability Solutions for European Public Administrations (ISA) programme that commenced on the 1st January 2010.

The IADBC publication announcement states:

The 13th issue of Synergy defines important steps for the eGovernment Services development within the EU. The IDABC program comes to its end and is being succeeded by the Interoperability Solutions for European Public Administrations (ISA) one. Furthermore, developments in the SEMIC, OSOR & NIFO projects were made and new projects were funded, as the SPOCS one. Last but not least; the 4th European eGovernment awarding winners were announced on the occasion of the 5th Ministerial eGovernment Conference.

The ISA programme has a focus on four area described on page 4 of the newsletter:

Evolving digital environment

When developing and implementing ICT solutions at national level, there is a risk that Member States opt for different or incompatible solutions. This would generate new eBarriers in cross-border communication, impeding the proper functioning of the internal market.

The IDABC programme has clearly demonstrated that a co-ordinated approach by Member States can help deliver results faster, with higher quality and meeting business requirements.

The ISA programmes takes up the challenge in support of a co-ordinated approach by launching actions in four areas:

  • common frameworks in support of interoperability across borders and sectors (policies, strategies, specifications, methodologies, guidelines and similar approaches and documents);
  • analysis of ICT implications of EU legislation;
  • common services (operational applications and infrastructures of a generic nature to meet user requirements across policy areas);
  • reusable generic tools (demonstrators, shared and collaborative platforms, common components and similar building blocks for user needs across policy areas).
