Spanish Public Consultation Plan Avanza2

Proyecto Aporta, the Spanish online PSI Re-use information service, has published notice of the public consultation underway on the future of Plan Avanza2 (2010-2012) and is encouraging wide participation in the consultation.
Specifically, Proyecto Aporta is encouraging submissions to the consultation to focus on the parts of the Plan Avanza2 making reference to the regulatory development of Law 37/2007 on the re-use of public sector information and the topic of access to digital content and services.

The Avanza Plan is a major Spanish Government initiative headed by the Spanish Ministry of Industry, Tourism and Trade (MITYC). It is focused on fostering Information Society developments in Spain through various projects and initiatives directed at improving economic productivity and the general welfare of all Spanish citizens. The development of and work of Proyecto Aporta has been possible with funding from the Avanza Plan.
The Spanish Ministry of Industry, Tourism and Trade (MITYC) is holding a public consultation on the future of Plan Avanza2 (2010-2012). The public consultation invites contributions from all actors involved in the development of the information society (public organisations, civil society and business community) on all aspects of Plan Avanza2 (2010 – 2012) and has published three documents describing the planning and to focus the feedback.

The new plans for Avanza2 Plan are covered by 5 main measures which reinforce existing ones and define new ones.
- Development of the ICT sector (SMEs) - support to companies developing new products and services with a high ICT content and promote the participation of the Spanish industry in creating the Internet of the Future, with special focus on digital content. (Budget in 2009: 663 MM €)
- Training in and encourage access to and use of new technologies by citizens and SMEs (Budget in 2009: 548 MM €)
- Digital Public Services - focus on promoting the Information Society development and implementation, improving electronic public services for citizens and enterprises through the ICT use. (Budget in 2009: 186 MM €)
- Infrastructures - greater coverage and speed of broadband in rural areas, provide the scientific community with improved networks and services and legislative measures in the area of common infrastructures in public buildings and telecommunications conduits in public domain spaces. (Budget in 2009: 89 MM €)
- Confidence, security and accessibility - generate of greater confidence in ICT among both citizens and enterprises, through public policy on data security. (Budget in 2009: 11 MM €)
