The benefits of implementing the Public Sector Information re-use framework correctly have been raised in the UK Parliament.

Mr. Tom Watson (West Bromwich, East) (Lab): The announcement that Ordnance Survey's mapping data will be available free to the many thousands of digital industries and community groups in Britain is very welcome. However, there is much more public sector information sitting around in departmental hard drives, such as Land Registry data and transport times. May we have a debate on how public sector information can increase the UK economy's productivity and support community groups?

Ms Harman: My hon. Friend may well look for an opportunity to raise that subject in the Queen's Speech debate on Thursday when we discuss the economy and business. He is absolutely right. Putting in the public domain information that is held by Government and by public agencies will allow a great deal of spin-off in the private sector. He has taken a leading role in proposing this; it is a situation whereby, as Ordnance Survey has shown, this country can lead the way and we can benefit from it.”

“Public Sector: Information

Mr. Maude: To ask the Secretary of State for Justice what criteria apply to public bodies in determining whether a document (a) has been identified as being available for re-use and (b) is available for re-use under the Re-use of Public Sector Information provisions. [299447]

Mr. Wills: Public sector bodies need to ascertain whether the documents fall within the scope of the Regulations on the Re-use of Public Sector Information (SI 2005/1515) taking into account whether: the document was supplied within the public sector organisation's public task; the document falls within the scope of the Regulations; the intellectual property rights rest with the public sector organisation; and whether it has already been identified as being available for re-use.

Mr. Maude: To ask the Secretary of State for Justice which Minister has responsibility for the (a) release and (b) re-use of public sector data. [299452]

Mr. Wills: The policy responsibility for public sector information and its re-use originally rested with the Minister for the Cabinet Office. The Ministry of Justice assumed responsibility for this policy in October 2006. I am responsible for this policy.”
