PRIMET & ECOMET meet
The jointly agreed minutes of the annual meeting held between the Association of Private Meteorological Services (PRIMET) and the Economic Interest Grouping of the National Meteorological Services of the European Economic Area (ECOMET) have been published. The meeting took place in Amsterdam on 30 September 2008.
The meeting dealt with a range of matters related to price of data, licensing of data and the availability of data amongst other topics. Some of the highlights from the meeting minutes:
- Both PRIMET and ECOMET have recruited news members during since they last met.
- Over the past year PRIMET focussed on the review of the PSI Directive and supporting PRIMET members are experiencing problems.
- Over the past year ECOMET focussed on the dialogue with PRIMET, the review process of the PSI Directive, the INSPIRE Directive, WMO Information System and its impacts, and guidance to new members.
- Consideration of the pricing complication for radar data.
- PRIMET raised the issue that the ECOMET catalogue contains data that originates from public bodies that are not Members of ECOMET. ECOMET reported that they had little influence over such bodies.
- PRIMET raised the issue of National Meteorological Bodies moving to hold their data in alternative formats and by so doing removing them from the ECOMET Catalogue. ECOMET promised to keep a watchful eye on such developments.
- Pricing of Climate data was of concern to PRIMET members. ECOMET promised to initiate a discussion on this issue.
- Competition Law and compliance was considered and the role of ECOMET with respect to European Union Competition law. ECOMET acknowledged that ECOMET had a role with respect to cross subsidisation and financial practices of ECOMET members.
- Defining the public task was considered and ECOMET promised to report back to PRIMET.
- ECOMET did not itself submit a response to the European Commissions consultation on the Directive 2003/98/EC but the members of ECOMET did submit responses to the Commission.
