Poland takes action
The Cities on Internet Association (COI) the ePSIplus national representative on the 9 December 2008 published a report on the ePSIplus National meeting for Poland that considered the re-use of public sector information in Poland. A hot topic of the meeting was the action of the European Commission regarding the transposition of Directive 2003/98/EC into Polish law. Mr Wojciech Wiewiórowski, Director of Information Technology Department, Ministry of Internal Affairs and Administration is quoted as saying:
“It is not my intention to downplay this problem, the situation is serious and this is made evident by the sheer number of objections submitted by the European Commission. On the other hand I would like to remind you that a number of other Member States are also lagging behind and in one instance the issue went all the way to the Tribunal of Justice. By December 16th, we will send our position on the issue, in which we will also provide a legislative roadmap foreseeing the end of the process in 2009. Presently we are more inclined to the option where we adopt a whole new act on re-use of public sector information and simultaneously amend other legal acts, such as the Public Information Disclosure Act. We are solving this problem, we working on it.”
The European Commission action has assisted in raising the level of debate within Poland with respect to the re-use of public sector information as the Commissions action have received wide spread coverage.
A Lecture on the amendments to the existing Polish law will be considered at the Club eAdministration Conference during April 2009.
