Lisbon eGov declaration


Lisbon: 19th September 2007

The European Ministers attending the 4th Ministerial eGovernment Conference titled Reaping the Benefits of eGovernment that was attended by over 1200 delegates have reached a unanimous position with respect to the eGovernment action plan. The published declaration involved the European Council, the European Commission, the Ministers of Member States, Accession Countries, Candidate countries and the EFTA Member States.

The Ministers agreed on the following priority policy actions:

  • Cross-border interoperability

  • Reduction of Administrative burdens

  • Inclusive eGovernment

  • Transparency and democratic engagement

The Ministers invited the European Commission to take forward and implement a ten-point action plan.

The declaration will be submitted to the Transport, Telecommunications and Energy Council.

The Presentations made at the Conference and at the associated workshops have been published.

The press release announcing the Award winners states:

“The four award categories, conference themes and winners were:

  • For Better Public Services for Growth and Jobs:

    • Horeca1: " One-stop-shop for Hotel Restaurant Café licences" submitted by the Economic Development Department, City of Amsterdam, The Netherlands.

  • For Participation and Transparency empowering citizens and business to influence open government, policy-making and the way public administrations operate and deliver services:

    • Mypage: Self-service Citizen Portal submitted by Norge.no, portal of the Ministry of Government Administration and Reform of Norway.

  • For Social Impact and Cohesion Public Services:

    • Besancon.clic submitted by the City of Besançon, France.

  • For Effective and Efficient Administration:

    • DVDV "German Administration Services Directory" submitted by BIT the Portal of the Federal Government of Germany.

  • The Most Inspiring Good Practice for creative solutions to common challenges that inspire others.

    • OLPS "Online Police Station" submitted by the State Police of Italy.”
