The comprehensive report entitled “Amélioration de la relation numérique à l’usager” (Improving Digital Relations for the User) makes 25 recommendations for actions to improve the citizens’ digital user experience. The recommendations are structured around three themes focused on supporting citizen engagement in public administration.
- Providing access to information
- Simple and consistent online services administration
- Giving users a greater voice to improve online public services and to innovate
Specifically, recommendation 22 calls for the creation of an ‘innovative platform’ for players to develop innovative services from public sector data and by the end of 2010 to have in place a State lab platform to support such activity (page 38). Recommendation 22 also makes reference to building upon the work underway on the planning of a French PSI portal with an interdepartmental working group focused on the task led by the Agence du patrimoine immatériel de l’État (APIE ).
