INSPIRE monitoring & reporting
The European Commission (EC) has published in the Official Journal of the European Union (11.6.2009 L 148/18) the decision on monitoring and reporting with regard to the INSPIRE Directive. The decision sets out the harmonized monitoring and reporting framework that came into force on 5 June 2009. The framework requires Member State to maintain a list that must be updated annually (Article 2) and this must be communicated to the European Commission. All results of monitoring and reporting shall be made available to the public via the Internet or any other appropriate means of telecommunication.The monitoring to be undertaken includes:
Monitoring of the implementation of metadata requirements
- Monitoring of the existence of metadata (Article 3)
- Monitoring of the conformity of metadata (Article 4)
Monitoring of the implementation of the requirements for interoperability of spatial data sets
- Monitoring of the geographical coverage of spatial data sets (Article 5)
- Monitoring of the conformity of spatial data sets (Article 6)
Monitoring of the implementation of network services requirements
- Monitoring of the implementation of network services requirements (Article 7)
- Monitoring of the accessibility of spatial data sets through view and download services (Article 8)
- Monitoring of the use of network services (Article 9)
- Monitoring of the conformity of network services (Article 10)
Information to be provided (Article 11)
The report to include:
- Coordination and quality assurance (Article 12)
- Contribution to the functioning and coordination of the infrastructure (Article 13)
- Use of the infrastructure for spatial information (Article 14)
- Data sharing arrangements (Article 15)
- Cost and benefit aspects (Article 16)
- Updating reports (Article 17)
