The Agence du patrimoine immatériel de l’État (APIE ) (Agency for Public Intangibles of France) has published a news release about plans for a French PSI Portal.

The news release (Vers un portail unique d'accès aux données publiques / Towards a single portal for access to public data) states:

“Le plan de développement de l’économie numérique, www.francenumerique2012.fr, présenté par le Gouvernement en octobre 2008, prévoit la création d’un portail unique d’accès aux données publiques. Les données publiques couvrent un vaste champ de secteurs ; bon nombre d’entre elles sont encore peu exploitées. Il s’agit de les faire émerger pour favoriser le développement de nouveaux produits et services et contribuer ainsi à la croissance économique.

L’Agence du patrimoine immatériel de l’État (APIE) chargée de la conception de ce portail a lancé, le 7 mai, un groupe de travail interministériel qui définira les contours de ce portail au regard des besoins de ses différents types d’utilisateurs, qu’il s’agisse des opérateurs économiques, du grand public ou encore des administrations elles-mêmes. Assisté d’experts, bénéficiant de l’expertise d’une mission IGF-CGIET et d’une assistance à maîtrise d’ouvrage, il devrait rendre ses conclusions au début de l’automne pour démarrer la phase de mise en œuvre en vue d’une ouverture du portail à la fin de l’année 2010.”

English Translation - Under the terms of the Digital France 2012 plan (French Digital Economy Development), an action point is the development of a single portal providing access to government data across a wide range of sectors including those in which access to public data is not yet exploited in terms of promoting the development of new products and services and thus contributing to economic growth. On the 7 May 2009, APIE, the agency responsible for co-ordinating work on the portal, launched an interdepartmental working group that is focused on developing plans for the portal taking into consideration the needs of various users, both from the private and public sectors. Working with expert inputs and the expertise of IGF-CGIET, findings of the working group will be published in the early autumn [2009] which will be used to start the implementation process with the goal of opening the PSI portal by the end of 2010.

The Digital France 2012 initiative,which included extensive consultations and analysis,resulted in a comprehensive outline of France’s plans for developing the digital economy . The plan proposes 150 actions structured around four key priorities.

• Enable French access to networks and digital services
• Develop the production and supply of digital content
• Increase and diversify the uses and services of digital businesses, governments
• Modernise the governance of the digital economy

In particular, Action 39 describes the action of the PSI Portal:

“Action n°39 : Favoriser le développement de nouveaux produits et services en créant un portail unique d’accès aux données publiques dont la conception sera pilotée par l’APIE.La langue française que nous partageons avec de nombreux pays dans le monde constitue un formidable vecteur d’apprentissage et de promotion de nos contenus. Elle est aussi un vecteur de fertilisation croisée des acteursfrancophones agissant dans le domaine de technologies de l’information. Une passerelle francophone pourrait être mise en place pour valoriser notre patrimoine linguistique. Cette passerelle viendrait compléter deux actions déjà engagées par la France, au niveau européen et international : en premier lieu le projet de numérisation Gallica, conçu par la BnF pour contribuer à labibliothèque numérique européenne Europeana, en second lieu le portail des bibliothèques nationales francophones, piloté par le réseau francophone des bibliothèques nationales numériques et soutenu depuis 2007par l’Organisation internationale de la Francophonie.”

English translation – Encourage the development of new products and services by creating a single portal for access to public data with APIE responsible for the driving the design of the portal.
