The planning of the French PSI Portal led by APIE (Agence du patrimoine immatériel de l’État) is very close to being complete. Expectations are that the implementation phase will begin during the autumn this year.

APIE news item: Vers un portail unique d'accès aux données publiques (Towards a single portal for access to public data) states:

“Le plan de développement de l’économie numérique, www.francenumerique2012.fr, présenté par le Gouvernement en octobre 2008, prévoit la création d’un portail unique d’accès aux données publiques. Les données publiques couvrent un vaste champ de secteurs ; bon nombre d’entre elles sont encore peu exploitées. Il s’agit de les faire émerger pour favoriser le développement de nouveaux produits et services et contribuer ainsi à la croissance économique.

L’Agence du patrimoine immatériel de l’État (APIE) chargée de la conception de ce portail a lancé, le 7 mai, un groupe de travail interministériel qui définira les contours de ce portail au regard des besoins de ses différents types d’utilisateurs, qu’il s’agisse des opérateurs économiques, du grand public ou encore des administrations elles-mêmes. Assisté d’experts, bénéficiant de l’expertise d’une mission IGF-CGIET et d’une assistance à maîtrise d’ouvrage, il devrait rendre ses conclusions au début de l’automne pour démarrer la phase de mise en œuvre en vue d’une ouverture du portail à la fin de l’année 2010.”

“The French digital economy development plan (www.francenumerique2012.fr) was presented to the Government in October 2008. The plan provides for the creation of a single portal for access to government data. Public data comes from a broad range of sectors and this data remains underexploited in terms of its potential to promote the development of new products and services and contribute to economic growth.

The Agence du patrimoine immatériel de l’État (APIE ) is co-ordinating the work of the interdepartmental working group defining the parameters of the portal and assessing the needs of users both traders and public sector. The working group is assisted by experts and benefits from the expertise of IGF-CGIET. APIE is planning to make public the findings of the working group in the early autumn this year and to start the process of launching the portal by the end of the year.”

APIE news item: Le portail des informations publiques : où en sommes-nous? (The portal for public information: where are we?)

“L’APIE souhaite donner un plein effet à la loi n°78-753 du 17 Juillet 1978, modifiée par l’ordonnance n°2005-650 du 6 juin 2005, qui a ouvert un nouveau droit à la réutilisation des informations publiques et a mis en œuvre un certain nombre d’actions visant à favoriser cette réutilisation.

L’enjeu est considérable pour les entreprises et pour l’économie car les informations publiques permettent de créer de nouvelles richesses.

Les actions engagées s’inscrivent en outre dans le plan gouvernemental « France numérique 2012 », qui prévoit de créer un portail unique des informations publiques. Ce portail permettra de donner un meilleur accès à ces données et de faire émerger de nouveaux gisements d’informations pour favoriser le développement de nouveaux produits et services et contribuer ainsi à la croissance économique.

L’Agence du patrimoine immatériel de l’État (APIE) chargée de la conception de ce portail, a constitué au mois de mai dernier un groupe de travail interministériel pour définir les contours du portail au regard des besoins des réutilisateurs. Accompagné d’une assistance à maîtrise d’ouvrage, il est chargé précisément :

• D’identifier le premier périmètre d’informations publiques réutilisables à prendre en compte pour la création d’un portail unique, sans se limiter aux informations relevant du strict champ d’application de la loi de 1978,
• De définir les fonctionnalités du portail pour ses différents publics,
• D’examiner l’utilité du portail unique pour le fonctionnement interne des administrations,
• D’ appréhender les implications et contraintes techniques et organisationnelles relatives à l’alimentation de la base de données du portail unique.

Dans le cadre des travaux en cours, de nombreux entretiens ont été réalisés avec les représentants des réutilisateurs potentiels, et notamment les entreprises. Ceux-ci ont montré leur intérêt à l’égard du projet, à la fois en termes d’amélioration des conditions de recherche et d’accès aux données publiques et d’attentes à l’égard de nouvelles données. En parallèle, plusieurs ministères, experts du WEB et spécialistes de la documentation ont été consultés pour approfondir les aspects techniques.

L’appel d’offres pour la réalisation du portail sera lancé au 1er semestre 2010. “

“The Agence du patrimoine immatériel de l’État (APIE ) is working to facilitate the French law on the re-use of public sector information (law n ° 78-753 of July 17, 1978, as amended by Ordinance No. 2005-650 of June 6, 2005).

The stakes are high for businesses and the economy as the re-use of public information can create new wealth and economic development.

This work by APIE is conducted under the auspices of the French government plan "Digital France 2012” which aims to create single portal making possible access to public sector information to promote the development of new products and services based on the re-use of the data.

APIE is co-ordinating the work of the interdepartmental working group tasked with designing the PSI portal. Work has been in progress since May 2009 and is focused on the following.

• Identifying public information that can be re-used and included in the portal, but not limited to the public sector information listed within the strict scope of the re-use legislation (Act of 1978)
• Defining features of the portal for its various audiences
• Examining the usefulness of single portal to the inner workings of government
• Understanding the implications of potential technical and organisational constraints on portal

As part of the ongoing work, numerous interviews were conducted with representatives of potential re-users, especially businesses. They have shown their interest in the project, both in terms of improving conditions for research and access to public data and expectations for new data. In parallel, several ministries, experts and the WEB documentation specialists were consulted for further technical aspects.

The tender for the implementation of the portal will be launched the first half of 2010.”
