Etalab, responsible for implementing the French PSI re-use policy, has published version 1 of an open data licence.

The licence is equivalent to Creative Commons BY (by attribution), permitting any type of re-use, by anyone (including commercial purposes), on the sole condition of acknowledging the source of the data.
