France integrates PSI publication and distribution
The French La Direction de l’information légale et administrative (DILA) has published a press release announcing that as of the 1st January 2010 all the assets related to the distribution and publication of public administrative information have been brought together under one authority – the DILA.
The press release states:
Paris – le 13 janvier 2010 – Le décret n° 2010-31 créant la Direction de l’information légale et administrative (DILA) est paru au Journal officiel le 12 janvier 2010. Cette création, issue de la fusion des directions des Journaux officiels et de la Documentation française, a été conduite dans le cadre de la Révision générale des politiques publiques (RGPP) au sein des services du Premier ministre.
La Direction de l’information légale et administrative assure quatre missions principales :
- la diffusion des données dont la publication est obligatoire, par la publication au Journal officiel de la République française et dans les bulletins d’annonces légales ;
- la conception et le fonctionnement de services d’information qui permettent aux citoyens de connaître leurs droits et obligations et facilitent leurs démarches ;
- la facilitation de l’accès des citoyens à la vie publique et au débat public, par l’édition et la diffusion de publications sous la marque éditoriale de la Documentation française et par la mise à disposition de documents et d’espaces de diffusion sur internet ;
- la préparation de la politique interministérielle dans le domaine de la diffusion légale, de l’information administrative et de l’édition publique.
Lors du Conseil des ministres du 13 janvier, M. Xavier Patier a été nommé "directeur de l’information légale et administrative au secrétariat général du Gouvernement".
« La DILA garantira la traçabilité, la qualité et la fiabilité des informations, normatives ou non, qu’elle diffusera » (Xavier Patier).

The DILA statement (translated from the French language original) on the re-use of the public sector information held by DILA states:
“Reuse of public information 1) The initial scheme for data broadcast on legal Légifrance for economic information and financial information Decree n ° 2002-1064 of August 7th, 2002 established the public service broadcasting law by the Internet which is characterized by free access to legal data. Section 4 of this Decree establishes the system of licenses for the reuse of data held by the State. Licenses are granted free of charge by the DILA authority to operate the site Légifrance. The obligations of licensees are on the reliability of data they wish to repost: no alteration, no distortion of the data, provided the source and date of update. The type of license agreement provides for the provision of content in XML format. The recipient bears the cost of the provision of data, which is set annually by an order of the Prime Minister. Furthermore, the DILA offers outside Légifrance, licenses on the economic and financial information (eg BODACC, BOAMP), or licenses on parliamentary information (questions Senate and National Assembly) whose cost is determined by even stopped. 2) Gradual introduction of a new Directive 2003/98/EC of 17 November 2003 on the reuse of public sector information has a particular aim to "enable European companies to exploit the potential [of] information [public sector] and contribute to economic growth and job creation.
