“Reuse of information in the public sector has a great economic potential, since it allows to develop value-added products and services, thus fostering economic development and job creation in the digital content industry. Additionally, reuse of information allows citizens to improve their understanding of public institutions so they become more transparent and closer to the citizens. The increasing interest of public administrations in the creation of public information catalogues to easily access resources and data bases available, is just an aspect of the Government's commitment to foster the Reuse Market, which has a tremendous social and economic potential. At this table we will find representatives of pioneer national and foreign initiatives for developing public information catalogues, as well as representatives of infomedia companies, which are the main addressees of reusable information.”

The EU Directive 2003/98/EC states:

(23) Tools that help potential re-users to find documents available for re-use and the conditions for re-use can facilitate considerably the cross-border use of public sector documents. Member States should therefore ensure that practical arrangements are in place that help re-users in their search for documents available for reuse. Assets lists, accessible preferably online, of main documents (documents that are extensively re-used or that have the potential to be extensively re-used), and portal sites that are linked to decentralised assets lists are examples of such practical arrangements.

Article 9

Practical arrangements

Member States shall ensure that practical arrangements are in place that facilitate the search for documents available for reuse, such as assets lists, accessible preferably online, of main documents, and portal sites that are linked to decentralized assets lists.

Page 5 states:

Public sector bodies are encouraged to identify and make their information resources readily and promptly available, in stable formats. Information asset registries and national PSI portals are important tools in this respect. Cooperation between the public and the private sector is essential and partnership and innovation should be stimulated.

Organisation for Economic Co-operation and Development

The OECD PSI Policy Principles states on page 5:

  • Asset lists. Strengthening awareness of what public sector information is available for access and re-use. This could take the form of information asset lists and inventories, preferably published on-line, as well as clear presentation of conditions to access and re-use at access points to the information.

In the context of the panel discussion related to the establishment of a pan-European data.gov.eu the work of the EU Seventh Framework funded Linked Open Data 2 Project (LOD2) – Creating Knowledge out of Interlinked Data includes a work package D9.1.3 – Final release of the GovData.eu website and tools that is being led by the Open Knowledge Foundation maybe of interest.
