EU Legal Framework and Public Sector Spatial Data

Dr. Katleen Janssen has published a on her PhD Thesis entitled:
The EC legal framework for the availability of public sector spatial data: an examination of the criteria for applying the directive on access to environmental information, the PSI directive and the INSPIRE directive.
In her thesis, she analysed the field of application, the objective and the content of the three directives, identified the causes for the problematic character of their relationship, and made recommendations for the next steps in the discussion.
In the Summary Report, Katleen describes the issues in making distinctions between access, re-use and sharing – on which the application of the three directives is based showing a number of problems preventing data suppliers and re-users from having a clear view of the appropriate policy of making public sector spatial data available. Also discussed are the issues related to the definition of and the application of public task.
The PhD Thesis was defended during December 2009. The complete Thesis will be published in June - July 2010.
