A panel of eight digital experts commissioned by the French Government presented the findings of their three month study on digital proposals for improving the citizens’ digital user experience. The report was presented to Eric Woerth, Minister of Budget, Public Accounts, Civil Service and State Reform and Nathalie Kosciusko-Morizet, Secretary of State responsible for Forward Planning and Development the digital economy along with the official launch of mon.service-public.

This panel was led by Franck Riester, deputy mayor of Coulommiers (Seine-et-Marne), and composed of experts from public and private sectors.

The comprehensive report entitled “Amélioration de la relation numérique à l’usager” (Improving Digital Relations for the User) makes 25 recommendations for actions to improve the citizens’ digital user experience (and ). The recommendations are structured around three themes focused on supporting citizen engagement in public administration.

• Providing access to information
• Simple and consistent online services administration
• Giving users a greater voice to improve online public services and to innovate

Specifically, recommendation 22 calls for the creation of an ‘innovative platform’ for players to develop services from public sector data and by the end of 2010 to have in place a State lab platform to support such activity (page 38). Recommendation 22 also makes reference to building upon the work underway on the planning of a French PSI Portal with an interdepartmental working group focused on the task led by the Agence du patrimoine immatériel de l’État (APIE ).

This recommendation is in keeping European policy making forums which during the autumn of 2009 reinforced the importance of opening up pubic information for re-use for re-use and affirm its social and economic value. For example, the European Ministerial Declaration on eGovernment was approved unanimously in Malmö, Sweden on the 18 November 2009 and the Visby Declaration identifying key European ICT (Information Communication) policy issues for the period 2010 and beyond was published on the 11th November 2009. Both of these declarations make reference to public sector information and its importance for the future of Europe.

Recommendation 22 (French Text)

PROPOSITION N°22: Créer une plateforme d’innovatio n de services « Etat Lab » permettant aux acteurs tiers de développer des services innovants à partir de données publiques

Contexte :

• Le succès de l’Iphone repose sur la boutique d’applications téléchargeables en ligne, l’Appstore, riche de plus de 100 000 applications. Plus de 125 000 développeurs ont travaillé sur ces applications et près de 100 nouvelles applications sortent chaque jour ;• En France, une application Iphone permet de connaître le lieu le plus proche pour trouver un Vélib, les autoroutes communiquent, par application, le prix de l’essence dans les stations services.

Problématique :

• Faciliter la co-création de contenus par les usagers permet de proposer des services au plus près des besoins et d’en démultiplier rapidement le nombre en recourant à des développeurs externes à l’Etat ; • Le développement d’applications pour les services administratifs nécessite éventuellement la mise à disposition de données publiques à des développeurs privés.

Retour d’expériences des experts

• Permettre à certaines applications d’offrir des interfaces ouvertes pour permettre la creation d’un marché d’applications construites par les citoyens, qui peuvent ensuite être mis à la disposition de tous.

Solution proposée

• Créer une plateforme d’innovation de services en prenant appui sur le futur portail de l’APIE (Agence du Patrimoine Immatériel de l’Etat) de mise à disposition des données publiques ;
• Proposer aux tiers de tester des services développés à partir des données publiques ; • Lancer des API et banques de données (databank).

• En France, l’APIE conduit une politique d’accès aux données publiques de l’Etat ▪ Aux USA lancement d’un AppStore gouvernemental ; certaines villes américaines ont lancées leurs propres « databanks

• D’ici fin 2010 : initialisation de la plateforme d’un Etat Lab
