Cadastral PSI Indicators

The Benchlearning Community on the ePractice.eu platform have been informed that the final deliverables of the Benchlearning Study have been published.

The announcement states:

“Last December the two year project of "Supply of services for the further development, reinforcement and promotion of Benchlearning" was concluded and final deliverables were approved by the European Commission. Final deliverables about the three eGovernment Pilots and the final Policy Recommendations have been published in the Section "Shared Resources" of this Benchlearning Community.”

The report refers to public sector information on page 7:

“2.1 Pilot 1: Efficiency Gains

2.1.1 RESULTS

Pilot 1, throughout the first year of the project’s activities, set up and measured a set of sophisticated impact indicators to monitor cadastral information services.

RSO defined and carried out “zero measurement” of efficiency indicators as well as indicators aiming at measuring added value of public sector information online delivery as requested by the agencies.

All the agencies involved in the pilot provide high-impact cadastral and geo-data services and have implemented very sophisticated digitalized services fully available online such as maps, legally relevant information, description of property lots, tax related and technical information. This information is of high relevance for citizens and/or businesses, when buying a house or building it on a land parcel, or paying taxes.

The three agencies formally involved in the pilot are:

  • Agenzia del Territorio, Italy (Italian National Cadastre) – Pilot Agency;
  • Oficina Virtual del Cadastro, Spain (Cadaster Virtual Office) – Pilot Agency;
  • Lantmäteriet, Sweden (National Land Survey) – Pilot Agency;”

The final Benchlearning Conference titled: Measuring eGovernment Impact took place in Ghent, Belgium on the 1st December 2009.

The outlined Pilot 1 Efficiency Gains as:

“Pilot measurement of “efficiency gains” of cadastral eServices:

  • Development of a set of indicators to measure the efficiency gains and savings due to the delivery of cadastral eServices;
  • Definition of the indicators in line with the agencies’ requests to assess the added value of online cadastral information supply in terms of internal and social impact;
  • Data gathering and analysis (volumes, eService costs, organisation and customer satisfaction programs);
  • Shared experiences among agencies.
