APIE participates in EC PSI Indicators Meeting
The French Agence du patrimoine immatériel de l’État (APIE) has reported that the APIE participated in the European Commission PSI Group meeting on indicators for measuring the economic impact of the re-use of public sector information framework as set down by the European Union Directive 2003/98/EC together with Member States transpositions of the Directive.
The announcement states:
“L'APIE a participé le 12 novembre à un groupe de travail organisé par la Commission européenne dans le cadre du PSI Group, chargé de préparer le lancement d'une étude européenne sur le marché de la réutilisation des informations publiques. Cette étude se déroulera en deux parties:
- Etude sur la mise en place d'indicateurs de suivi du marché des informations publiques
- Etude sur les modèles de tarification des informations publiques
Concernant la première partie, devant la difficulté à définir des indicateurs pertinents, il a été décidé de créer 5 sous-groupes de travail : informations cadastrales, informations juridiques, météorologie, codes postaux et données financières. Chaque sous-groupe présentera des indicateurs pouvant éventuellement être généralisés à l'ensemble des informations publiques. Les premiers résultats seront présentés en février. La fin des travaux est prévue pour novembre 2010. Concernant la deuxième partie, une vaste étude sera confiée à un prestataire courant 2010. Pour aider la Commission dans la rédaction du cahier des charges de l'étude, des groupes de travail sectoriels seront organisés : informations géographiques, météorologie, santé et données financières. Pour chaque secteur, la Commission identifiera des organismes publics ayant changé de modèle de tarification et étudiera l'impact sur la réutilisation des données publiques.” Approximate English translation
The APIE participated in a working group organized by the European Commission under the auspices of the PSI Group on the 12th November 2009 in Luxembourg. The European Commission is preparing the launch of a European study on the market for re-use of public sector information. The meeting was conducted in two parts:
- Study on the establishment of monitoring indicators of market information public
- Study on the pricing models of public information
Regarding the first part, given the difficulty in defining relevant indicators, it was decided to create 5 sub-groups: cadastral information, legal information, meteorology, postal codes and financial data. Each subgroup will present indicators that could possibly be generalized to all public information. The first results will be presented in February. The completion is scheduled for November 2010. Regarding the second part, an extensive study will be assigned to a provider during 2010. To assist the Commission in drafting the specification for the study a number of sectoral working groups will be organized: geographic information, weather, health and financial data. For each sector, the Commission will identify the agencies have changed their pricing model and investigate the impact on the reuse of public data.
