Action for Better Competition
Konkurrensverket - The Swedish Competition Authority published a report 2009-4 titled - Action for Better Competition. During May 2009 an English language executive summary was published and an English language version of the full report was published during June 2009. Section 1.10 Competition between Public and Private Players (page 69 through to page 79) of the full report deals with the re-use of public sector information and makes specific reference to the Directive 2003/98/EC.
The press release states:
“In response to a government commission, the Competition Authority has now presented a series of proposals on how to improve competition in Sweden.
The wide-ranging proposals, outlined in a special report, include an integrated consumer portal site and the introduction of measures that will make it easier for customers to switch banks and for small businesses to bid for public contracts. Also, the report says, public actors should no longer compete with private enterprises.”
“One of the proposals that the Competition Authority believes will have the most favourable impact is ensuring that the advantages of the EU’s inner market are exploited to the full. An integrated consumer portal on the Internet, a more efficient Nordic electricity market and simpler rules in the public procurement process are also high on the list of proposals. Local and central government authorities should not engage in commercial activities in competition with private enterprises.”
