The European Commission has published a question and answer document that supports the invitation for expressions of interest for undertaking exclusive agreement studies. The document states:

Ex-ante advertising for a negotiated procedure for a service contract of a value below or equal to 60.000€. INFSO.E4 – A study: "Public Sector Information (PSI): Identification of potential Exclusive Agreements" - Spain. Date of publication: 23/07/2009 Our ref. INFSO/E4 (2009) Adonis Nr. A/632969 D/132431Concerning the above mentioned contract the Commission has received the following questions:
1. "I kindly ask to inform us if it’s a two-step procedure. I so, we assume that at this stage we only have to send our Declaration of Interest by e-mail, providing the information especified by the selection criteria."
The answer is presented below:
1. The procedure is a negotiated procedure, with ex-ante advertising to inform all interested economic operators, for a service contract of a value below or equal to 60.000€. For now, all interested operators are sending their Declaration of Interest by e-mail, providing the information that is related to the tasks to be conducted and reflects specified selection criteria.
Expressions of interest must be submitted by the 28 July 2009!
